Generating Economic Recovery (TIGER) Grant Application
for US 78 road improvements.
Proposed Improvements to US 78 Phase 3 Public Information Meeting was held December 15, 2016 at Alston Middle School. The meeting had a drop-in format with displays for viewing.
The purpose for the meeting was to provide information and solicit feedback to include gathering information from the public or any interested organization on historic or cultural resources in the area of the proposed improvements to US 78 Phase 3 from 0.68 miles northwest of Orangeburg Road (S-18-22) to 0.43 miles southeast of Berlin G. Myers Parkway (SC 165). Members of DCTA, its Consultant, and engineering personnel from SCDOT were available to discuss the project with interested citizens on an individual basis. PROJECT DESCRIPTION
PHASE 1 (COMPLETED)

From near S-18-167 (Sugarhill Road) in St. George to approximately 0.8 miles west of US 178, resurface
and provide 4-foot paved shoulders and 6-foot grass shoulders.

Construct 3-lane section with curb & gutter on both sides and sidewalk on one side (resident side) through
town of Dorchester.

Length - 11.47 miles.
PHASE 2
-
From approximately 0.8 miles west of US 178 to approximately 0.5 miles west of SC 27 North, resurface
and provide 4-foot paved shoulders and 6-foot grass shoulders.

From approximately 0.5 miles west of SC 27 North, begin Passing Area to approximately 0.2 miles
east of SC 173,
widen from 2 to 5 lanes, and provide 4-foot paved shoulders and 6-foot grass shoulders.

From 0.2 miles east of SC 173, taper from 5 lanes to 3 lanes. Construct a 3-lane section with 4-foot paved and 6-foot
grass shoulders to approximately 0.15 miles east of S-18-630 ( Campbell Thicket Road).

Realign intersection with US 178, providing left and right turn lanes.

Provide left turn lane from US 78 onto US 178.

Construct new road to Water Wheel Road and align with entrance for Green Acres. Provide left turn lane
from US 78
onto Water Wheel Road.

Possible construction of turning lanes at landfill. This is to be determined at a later date.

Length – 7.0 miles.
PHASE 3
-
From approximately 0.15 miles east of S-18-630 to 0.5 miles west of S-18-22 ( Orangeburg Road), resurface
and provide 4-foot paved and 6-foot grass shoulders.

From 0.5 miles west of S-18-22 to approximately 0.2 miles west of S-18-58 ( Jedburg Road), begin widening
from
2 to 5 lanes with 4-foot paved and 6-foot grass shoulders.

From approximately 0.2 miles west of S-18-58 to S-18-165 ( W. Richardson Avenue), widen from 2 to 5 lanes
curb & gutter section, accommodating bicycles and providing sidewalk on one side only.

Length – 6.06 miles.

PROJECT NEED
The purpose of the proposed project is to improve safety conditions, increase traffic capacity, and improve traffic flow.
